Title: Philippines - Second Cordillera Highlands Agricultural Resource Management Project (CHARMP2)- June - 2017
Description: Lubon is a village in the Mountain Province of the Cordilleras. It sits partly in a landslide prone area, and it was also affected by Typhoon Pepeng in September 2009, a category 4 cyclone. IFAD’s Second Cordillera Highland Agricultural Resource Management Project (CHARMP 2) implemented a series of initiatives in support of the local community, one being the development of a quality farm-to-market footpath, to be used by farmers and schoolchildren alike. This broader concrete path now sits in place of the previously existing narrow, fragile, muddy embankment that people walked on, which caused people to lose their balance when passing each other in opposite directions, children reaching school with muddy clothes, and nighttime accidents due to low visibility (the concrete is light-coloured and can usually be distinguished at night), some quite severe.

CHARMP 2 builds on the first CHARM Project, which contributed to reducing poverty among indigenous peoples in the highlands of the Cordillera Administrative Region, in the northern Philippines. It aims to reduce poverty and improve the livelihoods of indigenous peoples living in the poorest areas in all six provinces of the region. CHARMP 2 combines several innovative features in developing indigenous communities in remote areas. These include: strengthening participatory systems of community planning, monitoring and evaluation; enhancing the capacity of indigenous peoples and their councils of elders to take the lead in forestry/agroforestry management activities; providing funds for livelihood assistance to small groups; and commercialization of the products of indigenous peoples through market linkages.
