Traditional rice at the Rice Terraces Farmers Cooperative’s processing center in Banaue, a city in the Philippines’ northern Cordillera Administrative Region which holds the status of UNESCO world heritage site due to its huge man-made rice terraces. The farmers here find themselves in a difficult situation; they are the keepers of a world-renowned wonder, but the very situation which bestows this role upon them makes it hard for them to survive. Through its Second Cordillera Highland Agricultural Resource Management Project (CHARMP 2), IFAD provided the Cooperative with funds to help it revive and expand the market for a traditional type of rice. In only one year it was completely transformed: sales jumped 75%, they started serving new clients who paid 60-100% more, their outlets increased from 2 to 14, membership increased by 30%, and Jimmy and four other staff members who used to be volunteers are now paid. CHARMP 2 builds on the first CHARM Project, which contributed to reducing poverty among indigenous peoples in the highlands of the Cordillera Administrative Region, in the northern Philippines. It aims to reduce poverty and improve the livelihoods of indigenous peoples living in the poorest areas in all six provinces of the region. CHARMP 2 combines several innovative features in developing indigenous communities in remote areas. These include: strengthening participatory systems of community planning, monitoring and evaluation; enhancing the capacity of indigenous peoples and their councils of elders to take the lead in forestry/agroforestry management activities; providing funds for livelihood assistance to small groups; and commercialization of the products of indigenous peoples through market linkages.
