Umarkhan Otakhonov is the Chairman of the Gazantarak Village Organization located in Devashtich District in northern Tajikistan’s Sugd Region.

“CASP project helped our village. We did not have access to drinking water, so drinking water was supplied. After that our village organization received agricultural machines. And then the project also supported our dehkan farmers.”

The first thing CASP did upon arriving in Gazantarak Village was help establish a strong village organization (VO), and help the VO develop and implement its community development plan (CDP).

In the past, the VO did not have an office. Umarkhan, the accountant and other VO officers, all of whom have received technical trainings from CASP, used to keep files in their homes, making it a challenge to be well organized or to host community meetings. Any time they needed to print a document or make a photocopy, they had to travel to the city. CASP provided them with a mobile office and everything they needed to run the organization efficiently - printer and computer, furniture. It also offers a convenient place to convene small meetings with the VO Board and community members.

Members of the community identified access to clean drinking water and availability of agricultural machinery as their top development priorities.

CASP bored two wells located 3 km away from the village and provided 18 km of pipelines to construct a running water system within the village. Today, almost 100% of village households have access to water. They fill their household water tanks and can also use it for their livestock and to water their household garden plots. But now, instead of paying 160 somoni per month to buy trucked water, they pay only 10 somoni per month to access the running water from the tap located just in front of their houses.

The project also helped the VO procure the heavy machinery and equipment (tractors, combine harvester, excavator, etc.) requested by villagers. The machinery provides services to community members and also generates income for the VO. The VO uses some of its income to procure other tools they need in order to provide better services, inexpensive services, to farmers, leading to better crop capacity and productivity.

The Community-based Agriculture Support Project (CASP) stimulates inclusive economic growth and poverty reduction in rural Tajikistan. Its activities help communities and dehkan (smallholder) family farmers access productive infrastructure and services, leading to sustainable agricultural production, equitable income-generating opportunities, and improved living standards. CASP works with village organizations (VOs) to develop community-driven action plans that define their own improvement initiatives. Village-level participation in decision making is critical to the success of these plans and helps establish a sense of community ownership and cohesion.
