Title: Tajikistan - Community-based Agricultural Support Project (CASP) - October 2023
Description: Yusuf Inogamov operates an excavator used for cleaning saltwater drainage and irrigation canals that are essential for protecting soil fertility from a shallow saltwater table and keeping irrigation water flowing freely. With the establishment of the Shahrinav Village Organization (VO) in 2020, of which Yusuf is a member, CASP provided heavy machinery and equipment needed to rehabilitate drainage ditches and irrigation canals. With a crawler tractor, an excavator and other equipment, the VO has created full-time jobs for six machinery operators, including Yusuf, so they no longer search for work outside the country.

On this particular day, Yusuf was providing a service to the neighbouring Mohinav Village Organization (VO) in the Dusti district of southwestern Tajikistan’s Khatlon Region.

After the collapse of the Soviet Union in Central Asia and subsequent years of internal conflict in Tajikistan, the villagers no longer had the resources needed for cleaning their irrigation canals and drainage ditches. They had slowly abandoned as much as 60 per cent of their fields as the soil became contaminated by saltwater and the irrigation infrastructure fell into disrepair.

The Community-based Agriculture Support Project (CASP) stimulates inclusive economic growth and poverty reduction in rural Tajikistan. Its activities help communities and dehkan (smallholder) family farmers access productive infrastructure and services, leading to sustainable agricultural production, equitable income-generating opportunities, and improved living standards. CASP works with village organizations (VOs) to develop community-driven action plans that define their own improvement initiatives. Village-level participation in decision making is critical to the success of these plans and helps establish a sense of community ownership and cohesion.
